Το έγγραφο διαβιβάστηκε στη Βουλή στις 20 Νοεμβρίου, μετά από ερώτηση που είχαν καταθέσει οι βουλευτές του ΣΥΡΙΖΑ, Δημήτρης Στρατούλης και Αλέξης Μητρόπουλος, με την οποία καλούσαν τον υπουργό να επανεξετάσει τον μαθηματικό τύπο υπολογισμού των εφάπαξ που επρόκειτο να ισχύσει από 1ης Ιανουαρίου του 2014, διότι θα επέφερε νέες μειώσεις στα εφάπαξ.

Στην έγγραφη απάντησή του, ο υπουργός Εργασίας αναφέρεται στην υπουργική απόφαση, η οποία είχε εκδοθεί την 31η Δεκεμβρίου του 2012 και προέβλεπε νέα τεχνική βάση για τον υπολογισμό των εφάπαξ παροχών από 1ης Ιανουαρίου του 2014.

«Σχετικά με τη δυνατότητα εφαρμογής της νέας τεχνικής βάσης στον υπολογισμό των εφάπαξ παροχών από 1ης Ιανουαρίου του 2014, σας πληροφορούμε ότι υπάρχει αντικειμενική αδυναμία συλλογής των ασφαλιστικών στοιχείων των εισφορών του κάθε ασφαλισμένου, παρακολουθηση κινητου χωρισ προσβαση σε αυτό από την έναρξη της ασφάλισής του έως 31 Δεκεμβρίου του 2013, ώστε να συγκεντρωθούν στον ατομικό του λογαριασμό που θα τηρείται στον άλλο φορέα από 1ης Ιανουαρίου του 2014» αναφέρει ο κ. Βρούτσης και προσθέ ΤΕΙ πως «ως εκ τούτου, λόγω των προβλημάτων που διαπιστώνονται στην εφαρμογή του νέου τρόπου υπολογισμού των εφάπαξ παροχών, το θέμα μελετάται και εξετάζονται εναλλακτικές λύσεις, έτσι ώστε να διασφαλίζονται αφενός τα ασφαλιστικά δικαιώματα των ασφαλισμένων και, αφετέρου, η οικονομική ισορροπία και βιωσιμότητα του συστήματος».

Ο υπουργός Εργασίας επισημαίνει, ωστόσο, πως «η εκτίμηση ότι τα εφάπαξ βοηθήματα που χορηγούν οι Τομείς Πρόνοιας θα μειωθούν με τον νέο τρόπο υπολογισμού, ντετεκτιβ παρακολουθηση κινητου σε σχέση με τις σημερινές παροχές, δεν ευσταθεί, καθότι δεν είναι δυνατό να γίνει σήμερα τέτοιος υπολογισμός, παρακολουθηση κινητου χωρις προσβαση σε αυτο αλλά ούτε και να εκτιμηθεί, από τη στιγμή που δεν είναι γνωστά σήμερα για τους τομείς, τα οικονομικά και στατιστικά δεδομένα της 31ης Δεκεμβρίου του 2014 και εφεξής τα οποία θα χρησιμοποιηθούν στον νέο τρόπο υπολογισμού».

Εναλλακτικές λύσεις εξετάζει η κυβέρνηση

Το υπουργείο μελετά, όπως γίνεται γνωστό, τις απαιτούμενες προεργασίες για την πρακτική εφαρμογή, την απαιτούμενη μηχανογραφική υποστήριξη και τη διοικητική και τεχνική υποδομή που θα απαιτηθεί από τα Ταμεία για τον νέο τρόπο υπολογισμού του εφάπαξ βοηθήματος και την ομαλή μετάβαση από τους παλαιούς τρόπους υπολογισμού βάσει των καταστατικών διατάξεων των Ταμείων, στη νέα τεχνική βάση.

Οι δύο βουλευτές του ΣΥΡΙΖΑ, στην ερώτησή τους, διατυπώνουν την εκτίμηση ότι σε μειώσεις και μάλιστα αναδρομικές, θα οδηγηθούν και οι επικουρικές συντάξεις. Στην απάντησή του, ο υπουργός αναφέρεται στον Ν. 4052/2012 με τον οποίο αναθεωρήθηκε το σύστημα επικουρικής ασφάλισης, με γνώμονα τη διασφάλιση της βιωσιμότητάς του και την καταβολή όσο το δυνατόν εξορθολογισμένων συντάξεων.

Ο κ. Βρούτσης υπενθυμίζει ότι έχει καθοριστεί νέος τρόπος υπολογισμού της χορηγούμενης από το ΕΤΕΑ σύνταξης από 1ης Ιανουαρίου του 2015, με βάση το διανεμητικό σύστημα προκαθορισμένων εισφορών με νοητή κεφαλαιοποίηση, ο οποίος εξασφαλίζει την αναλογιστική ισορροπία του συστήματος μακροπρόθεσμα, μέσα από αυστηρή διασύνδεση εισφορών και παροχών. Θυμίζει επίσης ότι, προκειμένου να επιτευχθεί βραχυπρόθεσμη οικονομική ισορροπία του Ταμείου, εισάγεται από τον νόμο συντελεστής βιωσιμότητας, ο οποίος θα αναπροσαρμόζει όλες τις καταβαλλόμενες συντάξεις ανάλογα με τις καταβαλλόμενες εισφορές.

Σε ιδιαιτέρως φιλικό κλίμα δείπνησαν το βράδυ της Δευτέρας, στη γνωστή ταβέρνα της Κηφισιάς, «Τηλέμαχος», ο πρωθυπουργός, Αντώνης Σαμαράς, ο υπουργός Εσωτερικών, εφαρμογή παρακολούθησησ κινητού Γιάννης Μιχελάκης και δήμαρχοι της Αττικής, που εκλέγονται στη Β' Αθηνών.

Ο πρωθυπουργός, αλλά και ο υπουργός Εσωτερικών, άκουσαν τις απόψεις των δημάρχων για το νομοσχέδιο που προωθεί η κυβέρνηση και προβλέπει τις αλλαγές στον τρόπο εκλογής δημάρχων και δημοτικών συμβούλων στις αυτοδιοικητικές εκλογές του Μαΐου 2014, ενώ ενημερώθηκαν και για τα θέματα που απασχολούν την Τοπική Αυτοδιοίκηση.

 

Η είδηση ωστόσο είναι ότι οι δήμαρχοι δεν είχαν ενημερωθεί για την παρουσία του Πρωθυπουργού, καθώς εκείνος εμφανίστηκε αιφνιδιαστικά στην ταβέρνα στις 10 το βράδυ.

Κάποιοι από τους δημάρχους μάλιστα είχαν αποφασίσει να μην παραστούν, προφανώς επειδή θεώρησαν ότι η προγραμματισμένη συνάντησή τους με τον υπουργό Εσωτερικών, κ. Γιάννη Μιχελάκη, θα ήταν υπόθεση ρουτίνας.

Ο πρωθυπουργός, ωστόσο, είχε διαφορετική άποψη και έδωσε κανονικά το «παρών», προκαλώντας... πανικό στους απόντες.

Αμέσως, σήμανε συναγερμός και όσοι απουσίαζαν σχεδόν... τσακίστηκαν για να ανέβουν στην Κηφισιά, με απόκλιση από μισή μέχρι μία ώρα, ανάλογα με την περιοχή που βρισκόταν ο καθένας.

Ο κ. Σαμαράς δεν άφησε να περάσει απαρατήρητη η απουσία τους και, απευθυνόμενος σε έναν εξ αυτών, του είπε: «Συγγνώμη, εφαρμογή παρακολούθησης κινητού δήμαρχε, που έφτασα πριν από σένα».

Το πρώτο σοκ από την αυτοκτονία του νεαρού, διαδέχεται ένα δεύτερο σοκ, αφού όπως αποκαλύφθηκε άλλος ένας συμπολίτης μας έβαλε τέλος στη ζωή του στον Αποκόρωνα Χανίων.

Πρόκειται για έναν 61χρονο άντρα ο οποίος το πρωί εντοπίστηκε νεκρός μέσα σε μια λίμνη αίματος στο σπίτι συγγενικού του προσώπου στο χωριό Αμυγδάλου Καλαμίτσι στον Αποκόρωνα Χανίων..

Ο αυτόχειρας, παρακολούθηση κινητού τηλεφώνου προκάλεσε το θάνατό του με καραμπίνα καταφέροντας το μοιραίο χτύπημα στο πάνω μέρος του σώματός του, και συγκεκριμένα στη μασχάλη.
