ΠΑΣΟΚ: Ο κ. Τσίπρας έχει αυτοεγκλωβιστεί στις συκοφαντίες του ΤΖΑΚΙΑ ΒΟΛΟΣ

«Η επιλογή του κ. Τσίπρα να επιτεθεί στον Ευ. Βενιζέλο για το ζήτημα ναυπηγεία/υποβρύχια κατέρρευσε παταγωδώς», υποστηρίζει η Χαριλάου Τρικούπη 

Η πρόταση του ΣΥΡΙΖΑ για τη σύσταση Εξεταστικής Επιτ ροπής για την αγορά των υποβρυχίων «είναι η πανηγυρική υποχώρησή του σε σχέση με την συκοφαντική επίθεση που είχε επιχειρήσει να οργανώσει», αναφέρει το ΠΑΣΟΚ σε σχετικό ενημερωτικό του σημείωμα, με αφορμή την πρόταση του ΣΥΡΙΖΑ για τη σύσταση Εξεταστικής Επιτ ροπής για τα υποβρύχια.

«Μαζί με τις 12 συνεδριάσεις της κοινοβουλευτικής επιτ ροπής και της Ολομέλειας που αφιερώθηκαν στα ναυπηγεία και τα υποβρύχια, πραγματοποιήθηκαν συνολικά 26 πολύωρες συνεδριάσεις. Ο κ. Βενιζέλος, αντιπρόεδρος της κυβέρνησης και υπουργός Οικονομικών τότε, ενημέρωσε διεξοδικά την Ειδική Επιτ ροπή Εξοπλισμών/Εξεταστική Επιτ ροπή στις 29/7/2011 απαντώντας σε όλες τις ερωτήσεις των μελών της Επιτ ροπής. Στα πρακτικά καταγράφονται και η θετική θέση του εκπροσώπου της ΝΔ κ. Βαρβιτσιώτη και τα σημεία που έθεσε ο εκπρόσωπος του ΣΥΡΙΖΑ κ. Δρίτσας. Καμία σχέση με τις τωρινές συκοφαντίες και χυδαιότητες», αναφέρεται επίσης στο σημείωμα της Χαριλάου Τρικούπη.

Παράλληλα, διατυπώνονται βαρύτατοι υπαινιγμοί για σχέσεις του ΣΥΡΙΖΑ με οικονομικά συμφέροντα και τονίζεται ότι «τίθεται όμως πλέον- εξ αντικειμένου τουλάχιστον - ζήτημα εξυπηρέτησης -από τον κ. Τσίπρα και το επιτελείο του- συγκεκριμένων συμφερόντων που συνδέονται με τις αμυντικές προμήθειες και την ναυπηγική βιομηχανία, πέραν των συμφερόντων που επενδύουν γενικά στο αδιέξοδο, στην οικονομική καταστροφή της χώρας, την επιστροφή στη δραχμή και εξ αντικειμένου συμπίπτουν με τις πολιτικές επιδιώξεις της ηγετικής ομάδας του ΣΥΡΙΖΑ».

Η πρόταση του ΣΥΡΙΖΑ, τονίζεται στο ενημερωτικό σημείωμα είναι ένα «κείμενο διαφυγής», το οποίο, όμως, «δεν μπορεί να λειτουργήσει ως οδός διαφυγής για τον κ. Τσίπρα και το στενό του κύκλο». Επισημαίνεται επίσης ότι η πρόταση κατατέθηκε στη Βουλή «με εντυπωσιακή καθυστέρηση σαράντα και πλέον ημερών» και αυτό, όπως τονίζεται, «μετά από την ανοικτή και σκληρή πρόκληση που απηύθυνε ο πρόεδρος του ΠΑΣΟΚ στον κ. Τσίπρα».

Το ΠΑΣΟΚ εκτιμά ότι ο κ. Τσίπρας κατέθεσε την πρόταση αναγκασμένος από την πρόκληση του κ. Βενιζέλου, κατά τη συζήτηση της πρότασης μομφής, ενώ στο ενημερωτικό σημείωμα αναφέρεται επίσης ότι, ο πρόεδρος του ΣΥΡΙΖΑ θα λάβει την απάντηση. Αναφέρεται επίσης ότι ο κ. Τσίπρας «έχει αυτοεγκλωβιστεί στις συκοφαντίες του» και είναι, πλέον, υποχρεωμένος και οφείλει να δώσει απαντήσεις.

Αναφέρεται επίσης ότι «η επιλογή του κ. Τσίπρα να επιτεθεί στον Ευάγγελο Βενιζέλο για το ζήτημα ναυπηγεία/υποβρύχια κατέρρευσε παταγωδώς» και ότι, στην πρόταση, του ΣΥΡΙΖΑ, «παρά τη σοβαροφάνειά της, είναι "απορία ψάλτου βήξ"». Όπως τονίζεται, «δεν υπάρχει καμία απάντηση "για την ταμπακέρα", για τα σκληρά ερωτήματα που απηύθυνε ο Ευάγγελος Βενιζέλος στον κ. Τσίπρα στην πρόσφατη συζήτηση για την πρόταση δυσπιστίας». Το κείμενο που κατέθεσε ο ΣΥΡΙΖΑ χαρακτηρίζεται «εύσχημη υπεκφυγή», η οποία «δεν θα περάσει».

Το ΠΑΣΟΚ θεωρεί ότι η κατάθεση της πρότασης αποτελεί μια προσπάθεια απεμπλοκής του ΣΥΡΙΖΑ από το στρατηγικό αδιέξοδο στο οποίο βρίσκεται, καθώς δεν έχει να πει τίποτα για την προοπτική της χώρας. Αυτό φάνηκε, όπως αναφέρεται στο ενημερωτικό σημείωμα και κατά τη συζήτηση της πρότασης μομφής και γι αυτό η εικόνα του κ. Τσίπρα «ήταν αμήχανη, νευρική, τελικά θλιβερή».

Αναφέρεται επίσης ότι ο κ. Τσίπρας έλαβε αποστομωτική απάντηση κατά τη συζήτηση της πρότασης μομφής, χωρίς ο ίδιος να μπορέσει «να ψελλίσει κάτι για τις σκληρές κατηγορίες που του απηύθυνε ο Ευάγγελος Βενιζέλος για την εξυπηρέτηση συγκεκριμένων συμφερόντων που εξ αντικειμένου συνδέονται με όσα υιοθετεί και λέει» ο πρόεδρος του ΣΥΡΙΖΑ.

Στην αδυναμία του κ. Τσίπρα να απαντήσει στη Βουλή, αποδίδει το ΠΑΣΟΚ «το απροσδόκητο και πρωτοφανές γεγονός της επί πολλές ημέρες αδυναμίας του ΣΥΡΙΖΑ να συντάξει και να υποβάλλει πρόταση προς τη Βουλή».

Το ΠΑΣΟΚ αναφέρεται και στο ιστορικό της υπόθεσης των υποβρυχίων, θέτοντας, ταυτόχρονα, συγκεκριμένα ερωτήματα προς τον ΣΥΡΙΖΑ, προς τον οποίο συστήνει να μελετήσει όλα αυτά, προκειμένου να απαντήσει στη Βουλή ο κ. Τσίπρας.

Ειδικότερα, το ΠΑΣΟΚ θέ ΤΕΙ τα εξής θέματα και ερωτήματα:

Η επίθεση κατά της Βουλής που ψήφισε το νόμο 3858/2010! - αδιαφορία για την κατάσταση που υπήρχε έως τότε!

•Apple-tab-span" style="white-space:pre"> Τρία χρόνια μετά τη ψήφιση από τη Βουλή του νόμου 3858/2010 για τη διάσωση των υποβρυχίων του Πολεμικού Ναυτικού και των ναυπηγείων Σκαραμαγκά, αυτοί που καθοδηγούν τον ΣΥΡΙΖΑ, επιθυμώντας να στραφούν κατά του Ευάγγελου Βενιζέλου, στρέφονται κατά των πιο σημαντικών αποφάσεων που έλαβε η Βουλή για τα ναυπηγεία και τα υποβρύχια μέσα σε μια μακρά περίοδο 15 και πλέον ετών. Έστω με καθυστέρηση, η ηγετική ομάδα του ΣΥΡΙΖΑ κατάλαβε ότι ο ΕΒ, ως υπουργός Εθνικής 'Αμυνας εκτέλεσε το νόμο που έδινε ρητή εντολή στους αρμόδιους υπουργούς να υπογράψουν (μόνο και μόνο για να αποδεικνύεται η δέσμευση των αντισυμβαλλόμενων του ελληνικού Δημοσίου) συγκεκριμένο σχέδιο σύμβασης που περιέχεται στο νόμο και χαρακτηρίζεται από αυτόν επωφελής και συμφέρουσα για το δημόσιο.

•Apple-tab-span" style="white-space:pre"> Ο ΣΥΡΙΖΑ δεν περιγράφει βέβαια στην πρότασή του την κατάσταση που είχε διαμορφωθεί έως τον Οκτώβριο του 2009.

Δεν ασχολείται με το ποια συμφέροντα του Δημοσίου -του ΠΝ και της εθνικής οικονομίας- διακυβευόντουσαν. Αντιθέτως, στρέφεται κατά του νόμου και της Βουλής που ήρθε να διασώσει:

-Apple-tab-span" style="white-space:pre"> 2 δισ. ευρώ που είχε καταβάλλει ως τότε το Ελληνικό Δημόσιο χωρίς αντίκρισμα για τα υποβρύχια.

-Apple-tab-span" style="white-space:pre"> τέσσερα καινούργια υποβρύχια τελευταίας τεχνολογίας που απαξιωνόντουσαν, το ένα «πεταμένο» στο Κίελο (Παπανικολής) και τα άλλα τρία στο Σκαραμαγκά.

-Apple-tab-span" style="white-space:pre"> το μεγαλύτερο ναυπηγείο της χώρας και ένα από τα σημαντικότερα της Μεσογείου.

-Apple-tab-span" style="white-space:pre"> 1200 περίπου άμεσες θέσεις εργασίας.

-Apple-tab-span" style="white-space:pre"> το δημόσιο από την πολύ πιθανή καταδίκη του σε μεγάλες αποζημιώσεις λόγω των αξιώσεων που είχαν ήδη προβληθεί από γερμανικής πλευράς ενώπιον του διεθνούς διαιτητικού δικαστηρίου.

Γιατί ο κ. Τσίπρας κρατάει άλλη στάση για την Ελευσίνα και άλλη για το Σκαραμαγκά;

•Apple-tab-span" style="white-space:pre"> Ο ΣΥΡΙΖΑ στρέφεται δηλαδή κατά ενός νόμου (!) που αφορά τα υποβρύχια και τον Σκαραμαγκά, ενώ τώρα, πριν από λίγους μήνες, δήλωσε «παρών» και ουσιαστικά στήριζε αντίστοιχη νομοθετική ρύθμιση για το ναυπηγείο της Ελευσίνας και τις πυραυλάκατους του ΠΝ! Μπορεί ο κ. Τσίπρας να εξηγήσει την κραυγαλέα αυτή αντίφαση;

Δ. Γιατί δεν αρέσουν στον κ. Τσίπρα οι πρωτοφανείς εγγυήσεις διαφάνειας του ν. 3858/2010;

•Apple-tab-span" style="white-space:pre"> Ο ΣΥΡΙΖΑ στρέφεται περιέργως και κατά τη μόνης περιόδου στην εικοσαετή ιστορία των υποβρυχίων που διέπεται από πρωτοφανείς εγγυήσεις διαφάνειας, ακριβώς γιατί όσα είχαν προηγηθεί δεν επέτρεπαν άλλη λύση από την απευθείας ρύθμιση όλων των ζητημάτων με νόμο ψηφισμένο από τη Βουλή. Μπορεί ο κ. Τσίπρας να εξηγήσει γιατί «ξεχνά» τις πραγματικά κρίσιμες περιόδους; Και ζητά δήθεν κοινοβουλευτική διερεύνηση των αποφάσεων και των διαδικασιών της ίδιας της Βουλής (!) που ψήφισε τον σχετικό νόμο και ασχολήθηκε με όλες τις πτυχές του θέματος σε πάνω από 24 συνεδριάσεις των αρμόδιων κοινοβουλευτικών επιτροπών και της Ολομέλειας στις οποίες για πρώτη φορά κλήθηκαν και απάντησαν στις ερωτήσεις των βουλευτών οι ιδιοι οι αντισυμβαλλόμενοι συμβάσεων του ΥΠΕΘΑ! Τότε, όμως, ο ΣΥΡΙΖΑ δεν είχε θέσει κανένα από τα δήθεν θέματα που θέ ΤΕΙ τώρα! Ας διαβάσει, όποιος ενδιαφέρεται, τις ερωτήσεις του κ. Λαφαζάνη στους κ.κ. Σάφα και Ατσποντίεν τον Σεπτέμβριο του 2010, αλλά και τις τοποθετήσεις του κ. Καμμένου μαζί με τους επαίνους του για τον κ. Βενιζέλο σε αντίθεση με άλλους. Μπορεί ο κ. Τσίπρας να εξηγήσει τι άλλαξε;

Δεν ξέρει ο κ.Τσίπρας για τη διαδικασία που προηγήθηκε του ν. 3858/2010;

•Apple-tab-span" style="white-space:pre"> Με άλλα λόγια, ο ΣΥΡΙΖΑ στρέφεται -σε ό,τι αφορά την περίοδο 2010-2011- κατά νόμου ψηφισμένου από τη Βουλή και όχι κατά πράξεων κάποιου υπουργού γιατί τέτοιες απλά δεν υπάρχουν. Παρότι μάλιστα το Ελεγκτικό Συνέδριο είχε κρίνει νόμιμη τη σύναψη σύμβασης χωρίς να απαιτείται ειδικός νόμος, επιλέχτηκε η οδός του νόμου για να υπάρχει κοινοβουλευτική διαφάνεια, αλλά και εκ προοιμίου απάντηση σε όψιμους συκοφάντες και χυδαιολόγους, όπως ο κ. Τσίπρας και όσα στελέχη του ΣΥΡΙΖΑ επαναλαμβάνουν τώρα τις αθλιότητές του.

•Apple-tab-span" style="white-space:pre"> Όπως είχε πει κατ/επαναληψη ο Ευάγγελος Βενιζέλος στη Βουλή ως υπουργός Εθνικής 'Αμυνας, η κατάσταση που κλήθηκε να αντιμετωπίσει επέβαλε όλα να γίνουν ενώπιον της Βουλής και μέσω της Βουλής.

Γιατί δεν αρέσει αυτό στον κ. Τσίπρα;

•Apple-tab-span" style="white-space:pre"> Δεν ξέρει άραγε ο κ. Τσίπρας ότι η δύσκολη διαπραγμάτευση με την HDW (ιδιοκτήτρια των ναυπηγείων και παράλληλα κύριο υποκατασκευαστή των υποβρυχίων) -προκειμένου να καταρτισθεί το νομοσχέδιο που ψηφίστηκε από τη Βουλή το Σεπ Τεμβριο του 2010- έγινε με βάση προσύμφωνο-πλαίσιο εγκεκριμένο στις 17.3.2010 από την αρμόδια κοινοβουλευτική επιτ ροπή, αφού είχαν προηγηθεί ομόφωνες εγκρίσεις:

-Apple-tab-span" style="white-space:pre"> του Ανώτατου Ναυτικού Συμβουλίου

-Apple-tab-span" style="white-space:pre"> του Συμβουλίου Αρχηγών Γενικών Επιτελείων

-Apple-tab-span" style="white-space:pre"> του Συμβουλίου 'Αμυνας

-Apple-tab-span" style="white-space:pre"> του ΚΥΣΕΑ

-Apple-tab-span" style="white-space:pre"> της Διυπουργικής Επιτ ροπής Αποκρατικοποιήσεων και

-Apple-tab-span" style="white-space:pre"> του Υπουργικού Συμβουλίου;

•Apple-tab-span" style="white-space:pre"> Δεν ξέρει ότι η Βουλή όχι μόνο ψήφισε με ευρεία πλειοψηφία το νόμο 3858/2010, αλλά μέσω της Επιτ ροπής Εξοπλισμών παρακολούθησε και ενέκρινε όλα όσα προηγήθηκαν και όσα ακολούθησαν ως προς την εφαρμογή του νόμου;

Γιατί ο ΣΥΡΙΖΑ δεν έθεσε τα θέματα αυτά νωρίτερα; Μήπως γιατί δεν υπάρχουν;

•Apple-tab-span" style="white-space:pre"> Ο κ. Τσίπρας εκστόμισε συνεπώς χυδαίες συκοφαντίες για ζητήματα που ούτε υπαινικτικά δεν έθεσαν οι βουλευτές του ΣΥΡΙΖΑ στις αλλεπάλληλες συνεδριάσεις των κοινοβουλευτικών επιτροπών και της Ολομέλειας της Βουλής για τα υποβρύχια και τα ναυπηγεία από το 2010 έως το 2012 με όλους τους εμπλεκόμενους- για πρώτη φορά στα χρονικά τέτοιων διαδικασιών - παρόντες και στη διάθεση των βουλευτών! Έχει ο κ. Τσίπρας συνείδηση της ευθύνης του για τα ψέματα και τις συκοφαντίες του εν γνώσει της αναλήθειας αυτών που λέει; Φαίνεται πως αποκτά και γι αυτό «συμμάζεψε» με εντυπωσιακό τρόπο τα λεγόμενά του στην σημερινή πρόταση που κατέθεσε ο ΣΥΡΙΖΑ.

Ποια ήταν η θέση της ΝΔ πριν και μετά την ανάληψη από αυτήν της ευθύνης του ΥΠΕΘΑ το Νοέμβριο 2011;

•Apple-tab-span" style="white-space:pre"> Είναι εντυπωσιακό δε, ότι ο ΣΥΡΙΖΑ επιτίθεται στον κ. Βενιζέλο που έπαψε να είναι υπουργός 'Αμυνας τον Ιούνιο του 2011, ενώ τα δύο τελευταία χρόνια το ζητούμενο είναι η εφαρμογή του νόμου του 2010! Αυτό ζητούν οι εργαζόμενοι. Αυτή είναι η πολιτική της κυβέρνησης.

•Apple-tab-span" style="white-space:pre"> Ο κ. Τσίπρας ψευδόταν ωμά και ασύστολα λέγοντας ότι το 2010 η ΝΔ αντιτάχτηκε στη ψήφιση του νόμου μιλώντας δήθεν για «σκάνδαλο».

α. Υπενθυμίζεται ότι ο νόμος του 2010 ψηφίστηκε όχι μόνο από την τότε κοινοβουλευτική πλειοψηφία του ΠΑΣΟΚ ,αλλά και από τους βουλευτές του ΛΑΟΣ.

β. Η μόνη αντίρρηση της ΝΔ, όπως διατυπώθηκε από τον τότε αρμόδιο τομεάρχη και γραμματέα της ΚΟ Κ. Τασούλα, εντοπιζόταν στην προτίμησή της τα δύο νέα υποβρύχια που παραγγέλθηκαν- αντί του εκσυγχρονισμού δύο παλιών, όπως προέβλεπε η αρχική σύμβαση του 2002- να είναι του παλαιού τύπου 209 και όχι του νέου τύπου 214. Στα πρακτικά της κοινοβουλευτικής Επιτ ροπής καταγράφονται οι λόγοι για τους οποίους το Ανώτατο Ναυτικό Συμβούλιο ζήτησε ομόφωνα τον τύπο 214 και γιατί αυτό είναι όχι μόνο επιχειρησιακά και λειτουργικά αλλά και οικονομικά συμφέρον για το δημόσιο .

•Apple-tab-span" style="white-space:pre"> Στην συνεδρίαση της κοινοβουλευτικής επιτ ροπής εξοπλισμών που λειτουργούσε ως εξεταστική στις 29.7.2011 την αποδοχή των ρυθμίσεων του νόμου δηλώνει ο εκπρόσωπος της ΝΔ Μ.Βαρβιτσιώτης. Κυρίως όμως αυτό κάνει μετά την ανάληψη των καθηκόντων του ως ΥΠΕΘΑ ο Δ.Αβραμόπουλος, αντιπρόεδρος της ΝΔ, με την ΑΠ 250475/15.12.2011 επιστολή του προς τον τότε αντιπρόεδρο της κυβέρνησης και υπουργό Οικονομικών Ευάγγελο Βενιζέλο.

•Apple-tab-span" style="white-space:pre"> Γιατί άραγε ο κ. Τσίπρας δεν προκάλεσε εώς τώρα, στη παρούσα Βουλή, επί ενάμιση και πλέον χρόνο, αναλυτική συζήτηση στην αρμόδια κοινοβουλευτική Επιτ ροπή για το ζήτημα των ναυπηγείων καλώντας όχι μόνο τους συναρμόδιους υπουργούς, αλλά και την ιδιοκτησία των ναυπηγείων και τους υποκατασκευαστές των υποβρυχίων αλλά και άλλων πλοίων του ΠΝ και τους εργαζόμενους μαζί;

Ποια ήταν η στάση της τριμερούς συνεργασίας ΝΔ - KiaKiaristera.gr/">ΔΗΜΑΡ;

•Apple-tab-span" style="white-space:pre"> Ο ΣΥΡΙΖΑ θέλει επίσης να ξεχνά ότι η κυβέρνηση της τριμερούς συνεργασίας ΝΔ- KiaKiaristera.gr/">ΔΗΜΑΡ από τον Ιούνιο του 2012 έως τον Ιούνιο του 2013, σε σειρά συσκέψεων σε επίπεδο αρχηγών , είχε ως πλαίσιο και βάση της πολιτικής της στα ναυπηγεία το νόμο του 2010, στο μοντέλο του οποίου κινήθηκε και η νομοθετική παρέμβαση στην ΕλευσίναKiaKiaristera.gr/">ΔΗΜΑΡ και «παρόντα» το ΣΥΡΙΖΑ!

Ο ΣΥΡΙΖΑ υιοθετεί τις αρχικές αμαρτωλές συμβάσεις και τα ΑΩ που λειτούργησαν ως αγωγός υπόπτων πληρωμών!!

•Apple-tab-span" style="white-space:pre"> Το εντυπωσιακό είναι ότι ο ΣΥΡΙΖΑ, παρά το "συμμάζεμα" της θέσης του με τη σημερινή πρόταση που επιτέλους κατέθεσε, εξακολουθεί να βασίζει τη θέση του στην απροκάλυπτη υιοθέτηση των αρχικών αμαρτωλών συμβάσεων!

•Apple-tab-span" style="white-space:pre"> Αφού ο ΣΥΡΙΖΑ υποδέχθηκε στους κόλπους του στελέχη της ομάδας Τσοχατζόπουλου, τώρα «διαμαρτύρεται» γιατί ο νόμος του 2010 κατήργησε τα «Αντισταθμιστικά Ωφελήματα» που λειτούργησαν ως αγωγός παρανόμων πληρωμών. Όμως, τα ΑΩ καταργήθηκαν νομοθετικά με πρωτοβουλία του Ευάγγελου Βενιζέλου και γενικά σε όλες τις συμβάσεις γιατί αντιβαίνουν σε σχετική κοινοτική οδηγία (2009/81/ΕΚ ). Μήπως ο κ. Τσίπρας μπορεί να θυμηθεί μερικά ονόματα;

Ο περίεργος «έρωτας» του κ. Τσίπρα για τα περιβόητα ΑΩ (και τους λεγόμενους οφσετάδες) έτυχε μάλιστα της άμεσης υποστήριξης του γνωστού δημοσιογραφικού φερεφώνου του κ. Τσίπρα (βασικού συνεργάτη του ρ/φ σταθμού του ΣΥΡΙΖΑ) που έσ ΤΕΙλε τουίτ κατηγορώντας τον κ. Βενιζελο γιατί κατάργησε τα ΑΩ, «τα μόνα που έφερναν λεφτά στη χώρα»! Είχε ξεχάσει ότι στο τεύχος Μαρτίου 2013 του περιοδικού του είχε αφιέρωμα στα κακά και αμαρτωλά ΑΩ!

Έτσι, ο ΣΥΡΙΖΑ εφάπτεται εξ αντικειμένου με αυτούς που θίχτηκαν λόγω της ακύρωσης των αρχικών συμβάσεων! Έχει αναρωτηθεί ο κ. Τσίπρας ποιοι έχασαν από την ακύρωση των αρχικών συμβάσεων;

Ο έλεγχος του τρόπου εφαρμογής των αρχικών συμβάσεων: μπέρδεψαν τις ημερομηνίες;

•Apple-tab-span" style="white-space:pre"> Ο κ. Τσίπρας ισχυρίστηκε στη Βουλή- τώρα τα «συμμαζεύουν» - ότι σύμφωνα με το διαβιβαστικό έγγραφο της εισαγγελίας, όταν διαβιβάστηκε στη Βουλή η δικογραφία Τσοχατζόπουλου, πρέπει να ελεγχθούν όλες οι περίοδοι εφαρμογής των αρχικών συμβάσεων του 2000 και 2002. Σωστά.

Για το λόγο αυτό συγκροτήθηκε Προανακριτική Επιτ ροπή για τον κ. Τσοχατζόπουλο που υπέβαλε παραπεμπτικό πόρισμα, αλλά και Εξεταστική Επιτ ροπή (η Επιτ ροπή Εξοπλιστικών Προγραμμάτων λειτούργησε ως τέτοια) για όλη την περίοδο εφαρμογής των συμβάσεων του 2000-2002. Την Εξεταστική Επιτ ροπή ενημέρωσε αναλυτικά και ο τότε αντιπρόεδρος της κυβέρνησης και υπουργός Οικονομικών Ευαγγ. Βενιζέλος στις 29.7.2011, σε πολύωρη συνεδρίαση στην οποία όλοι οι βουλευτές υπέβαλαν ερωτήσεις και έθεσαν όποια θέματα ήθελαν προκειμένου να λάβουν απαντήσεις. Μεταξύ αυτών και ο εκπρόσωπος το ΣΥΡΙΖΑ κ. Δρίτσας.

Ο κ. Τσίπρας «ξεχνούσε» προφανώς ότι όταν ανέλαβε το ΥΠΕΘΑ ο κ. Βενιζέλος οι αρχικές συμβάσεις είχαν ήδη καταγγελθεί από τους Γερμανούς και δεν λειτουργούσαν ούτε εφαρμόζονταν πλέον! 'Αρα το αίτημά του αφορά άλλους και όχι τον κ. Βενιζέλο!

Ξεχνούσε επίσης ότι όλες οι ενέργειες της περιόδου 2010-2011 έχουν συζητηθεί διεξοδικά στη Βουλή και έχουν αποφασισθεί από αυτήν!

Ποιοι θέλουν την διάλυση του Σκαραμαγκά;

•Apple-tab-span" style="white-space:pre"> Ένα ακόμη οξύμωρο είναι ότι ο ΣΥΡΙΖΑ στρέφεται κατά του νόμου του 2010, αλλά συνεργάζεται στενά πχ με την κα. Λ. Κατσέλη που τον συνυπογράφει ως υπουργός Ανάπτυξης, που ενέκρινε τη λύση ως μέλος του ΚΥΣΕΑ και της ΔΕΑΑ, που διαπραγματεύθηκε με τον κ. Σάφα εκκρεμότητες των εργαζομένων στα ναυπηγεία, που επισκέφθηκε το 'Αμπου Ντάμπι για μια πρώτη επαφή με τον κ. Σάφα ως επικεφαλής κυβερνητικού κλιμακίου χωρίς τη γνώση και τη συμμετοχή του ΥΠΕΘΑ και πριν το ΥΠΕΘΑ θέσει το αυστηρό διαδικαστικό πλαίσιο των διαπραγματεύσεων υπό τον συνεχή και πλήρη έλεγχο της Βουλής. Πλαίσιο που σεβάστηκε η άλλη πλευρά που αντιλήφθηκε ότι πρέπει να ισχύσουν ιδιαίτερα αυστηρές προδιαγραφές διαφάνειας λόγω του βεβαρυμένου ιστορικού της υπόθεσης. Όλα αυτά συζητήθηκαν αναλυτικά στη Βουλή. Αν δεν τα θυμάται αυτά ο κ. Τσίπρας, δεν του τα θυμίζει ο κ. Καμμένος ως εταίρος του;

Η διαπραγμάτευση με τη γερμανική πλευρά - Η επιλογή εταιρείας αραβικών συμφερόντων

•Apple-tab-span" style="white-space:pre"> Δεν γνωρίζει ο κ. Τσίπρας ότι η διαπραγμάτευση του Δημοσίου έπρεπε να γίνει με τα ναυπηγεία Σκαραμαγκά (ΕΝΑΕ) που ανήκαν κατά 100% στη γερμανική HDW (θυγατρική της Thyssen), η οποία ήταν ταυτοχρόνως και ο κύριος υποκατασκευαστής των υποβρυχίων;

Δεν γνωρίζει ότι η HDW αποφάσισε. όπως είχε δικαίωμα, να μεταβιβάσει το 75% των ναυπηγείων σε εταιρεία συνδεόμενη με τα ΗΑΕ (Abu Dhabi Mar ή συνδεδεμένη με αυτήν εταιρεία που κατονομάζεται ρητά στο νόμο) και ότι αυτό ήταν μια ιδιωτική συναλλαγή σαφώς προτιμότερη από την καταγγελία των συμβάσεων, την πτώχευση των ναυπηγείων και την αιχμαλωσία των υποβρυχίων που είχε σε μεγάλο βαθμό ήδη πληρώσει το δημόσιο;

Οι πληρωμές που έκανε το δημόσιο από τον Οκτώβριο 2010 έως το Μάιο 2011

•Apple-tab-span" style="white-space:pre"> Οι πληρωμές των 2 δισ. ευρώ που έκανε το Ελληνικό Δημόσιο χωρίς ουσιαστικό αντίκρισμα μέχρι τον Οκτώβριο του 2009, διερευνήθηκαν διεξοδικά από Προκαταρκτική Επιτ ροπή και Εξεταστική Επιτ ροπή της Βουλής την προηγούμενη περίοδο. •Apple-tab-span" style="white-space:pre"> ,

•Apple-tab-span" style="white-space:pre"> Τώρα, έχει το θράσος ο κ. Τσίπρας να ρωτά γιατί σύμφωνα με το νόμο 3858/2010 καταβλήθηκαν μεταξύ Σεπ Τεμβρίου 2010 και Μαΐου 2011, 360 εκατ. ευρώ στα ναυπηγεία πριν διακοπούν οι πληρωμές που διεκόπησαν με εντολή του Ευάγγελου Βενιζέλου. Δεν ξέρει την απάντηση;

-Apple-tab-span" style="white-space:pre"> Οι πληρωμές έγιναν σύμφωνα με ρητή πρόβλεψη του νόμου και σε εκτέλεση του νόμου.

-Apple-tab-span" style="white-space:pre"> Έγιναν για να συντελεστεί ο συμβιβασμός που ψήφισε η Βουλή.

-Apple-tab-span" style="white-space:pre"> Έγιναν για να αποσυρθούν οι καταγγελίες των συμβάσεων και οι μεγάλες αξιώσεις των Γερμανών ενώπιον της διαιτησίας του Διεθνούς Εμπορικού Επιμελητηρίου.

-Apple-tab-span" style="white-space:pre"> Έγιναν για να διασωθούν τα 2 δισ. ευρώ που είχε πληρώσει το δημόσιο μέχρι το 2009 χωρίς αντίκρισμα.

-Apple-tab-span" style="white-space:pre"> Έγιναν για να παραλάβει επιτέλους το ΠΝ το «Παπανικολής» που ήταν εγκαταλελειμμένο στο Κίελο και τώρα είναι το καλύτερο πλοίο του στόλου.

-Apple-tab-span" style="white-space:pre"> Έγιναν για να αποκτήσει το δημόσιο την κυριότητα των άλλων τριών υποβρυχίων που βρισκόντουσαν «αιχμάλωτα» στο Σκαραμαγκά και συγκεκριμένων υλικών προβλεπόμενων στη σύμβαση, κρίσιμων για τη λειτουργία του υπάρχοντος στόλου υποβρυχίων του ΠΝ

-Apple-tab-span" style="white-space:pre"> Έγιναν για να ξαναλειτουργήσουν τα ναυπηγεία με τους εργαζόμενούς τους και να καταστεί εφικτή η έναρξη κατασκευής των δύο νέων υποβρυχίων. Δεν μπορεί ο κ. Τσίπρας να διαβάσει στο νόμο 3858/2010 τις πρωτοφανείς εγγυήσεις διαφάνειας που προβλέπονται ως προς τη ροή, χρήση και διάθεση των ποσών αυτών, βάσει των οποίων ζητήθηκε ακ ΓερμανίαΓερμανίας;

Τι διασφάλισε το Ελληνικό Δημόσιο με το νόμο 3858/2010

•Apple-tab-span" style="white-space:pre"> Πόσο δύσκολο είναι να αντιληφθεί ο κ. Τσίπρας και οι συνεργάτες του ότι χάρη στο νόμο του 2010 το Ελληνικό Δημόσιο μεταξύ άλλων:

α. Απέκτησε το πιο σύγχρονο πλοίο του στόλου, το υποβρύχιο «Παπανικολής», που είχε πληρωθεί σχεδόν στο σύνολο του από το Ελληνικό Δημόσιο και απαξιωνόταν επί χρόνια στο Κίελο.

β. Απέκτησε την κυριότητα των άλλων τριών νέων υποβρυχίων τύπου 214 για τα οποία είχε καταβάλει -μαζί με το «Παπανικολής»- έως τότε 2 δισ. ευρώ χωρίς αντίκρισμα.

γ. Κατάφερε να αντικαταστήσει τη σύμβαση εκσυγχρονισμού δύο παλιών υποβρυχίων τύπου 209 με σύμβαση κατασκευής δύο νέων υποβρυχίων τελευταίου τύπου 214, σύμφωνα με την προτίμηση του ΠΝ και με στόχο την ομοιοτυπία των νέων υποβρυχίων. Δυστυχώς έως τότε για τον μη ακόμη ολοκληρωμένο εκσυγχρονισμό του ενός παλαιού υποβρυχίου «Ωκεανός» είχε διατεθεί το 60% του συνολικού προϋπολογισμού της σύμβασης εκσυγχρονισμού.

δ. Αντικατέστησε τη μεταβλητή τιμή των υποβρυχίων στις αρχικές συμβάσεις με σταθερή τιμή που έκρινε απολύτως συμφέρουσα το ΠΝ και η ΓΔΑΕ.

ε. Απέβαλε την εταιρία Ferostaal που διαχειριζόταν τα περιβόητα ΑΩ το κόστος των οποίων μετακαλούταν ουσιαστικά στη μεταβλητή τιμή των υποβρυχίων.

στ. Εισήγαγε πρωτοφανείς εγγυήσεις διαφάνειας για τον συνεχή έλεγχο της ροής όλων των πληρωμών. Για πρώτη φορά οι πληρωμές που έγιναν σύμφωνα με τις ρητές προβλέψεις του νόμου συνοδεύτηκαν από πλήρη ανάλυση της χρήσης τους, με ειδική διασφάλιση ότι δεν υπήρξε αποδέκτης με τη μορφή εξωχώριας εταιρείας κ.ο.κ.

ζ. Συνδύασε κάθε πληρωμή δόσης με συγκεκριμένο αποτέλεσμα και μεταβίβαση ποσοστού κυριότητας.

η. Επέβαλε στην εταιρία HDW, κύριο υποκατασκευστή των υποβρυχίων, συμβατική υποχρέωση συνδρομής στις έρευνες της ελληνικής Δικαιοσύνης για όσα είχαν συμβεί σε σχέση με τις συμβάσεις των υποβρυχίων.

θ. Επέβαλε την εφαρμογή του ελληνικού δικαίου που διαμορφώνεται από την Βουλή των Ελλήνων.

ι. Διαμόρφωσε τις προϋποθέσεις λειτουργίας της μεγαλύτερης ναυπηγικής μονάδας της χώρας εφόσον λαμβάνονται έγκαιρα οι αναγκαίες αποφάσεις στο πλαίσιο του νόμου. Πιο συγκεκριμένα, απέτρεψε την άμεση πτώχευση των ναυπηγείων και τον εγκλωβισμό σε μια υπερδεκαετή αντιδικία στη διαιτησία του Διεθνούς Εμπορικού Επιμελητηρίου -στην οποία είχαν προσφύγει οι Γερμανοί- με τα ναυπηγεία κλειστά και τα υποβρύχια ημιτελή και απαξιωμένα. Στο πλαίσιο αυτό, εντάχθηκε η μεταβίβαση του 75% των μετοχών των ναυπηγείων Σκαραμαγκά (ΕΝΑΕ) από τη γερμανική HDW που κατείχε το 100% σε εταιρεία αραβικών συμφερόντων της επιλογής της λόγω και της ευρύτερης συνεργασίας τους. Μόνο παντελώς άσχετοι ή απολύτως συκοφάντες δεν «αντιλαμβάνονται» ότι τα ναυπηγεία ήσαν και είναι ιδιωτική επιχείρηση και το Ελληνικό Δημόσιο το 2010 ούτε είχε, ούτε μεταβίβασε μετοχές και πολύ περισσότερο τον έλεγχο των ναυπηγείων! Έκλεισε τις ανοιχτές διεθνείς διαιτητικές δίκες που είχε ανοίξει η γερμανική πλευρά, καταγγέλλοντας τις συμβάσεις και προβάλλοντας μεγάλες αξιώσεις κατά του ελληνικού Δημοσίου, τον Σεπτέμβριο του 2009, λίγο πριν τις εκλογές.

Τι έγινε παράλληλα την ίδια περίοδο (2010-2011) στο ΥΠΕΘΑ

•Apple-tab-span" style="white-space:pre"> Πόσο δύσκολο είναι ο κ. Τσίπρας και οι συνεργάτες του να θυμηθούν ότι παράλληλα, την ίδια περίοδο 2010-2011:

α. Συγκροτήθηκε και τέθηκε σε λειτουργία, με πρωτοβουλία του Ευάγγελου Βενιζέλου, η ειδική κοινοβουλευτική Επιτ ροπή Αμυντικών Εξοπλισμών για τη συνεχή και ενδελεχή παρακολούθηση όλων των σχετικών θεμάτων και διαδικασιών που τέθηκαν υπό τον πλήρη έλεγχο της Βουλής.

β. Ψηφίστηκε, με πρωτοβουλία του Ευάγγελου Βενιζέλου, και τέθηκε σε ισχύ η νέα νομοθεσία περί αμυντικών προμηθειών με πλήρεις εγγυήσεις διαφάνειας υπό τον έλεγχο της Βουλής ως προς τη σύναψη και εκτέλεση όλων των συμβάσεων.

Τα προβλήματα που προέκυψαν μετά το νόμο 3858/2010 - η διακοπή των πληρωμών με εντολή Ευάγγελου Βενιζέλου

•Apple-tab-span" style="white-space:pre"> Όταν από τον Μάιο 2011 και μετά εμφανίστηκαν νέα προβλήματα, όπως:

-Apple-tab-span" style="white-space:pre"> η σύγκρουση της νέας ιδιοκτησίας των ναυπηγείων με τη γερμανική προηγούμενη ιδιοκτησία που εξακολουθούσε να είναι κύριος υποκατασκευαστής των υποβρυχίων και μέτοχος μειοψηφίας των ναυπηγείων.

-Apple-tab-span" style="white-space:pre"> η αγωγή του ΟΣΕ κατά των ναυπηγείων

-Apple-tab-span" style="white-space:pre"> η δικαστική απόφαση για τους εργαζόμενους στην εταιρεία τροχαίου υλικού

-Apple-tab-span" style="white-space:pre"> η άρνηση συμμόρφωσης των ναυπηγείων στην απόφαση της Ευρωπαϊκής Επιτ ροπής για τον αποχωρισμό ορισμένων εγκαταστάσεων

-Apple-tab-span" style="white-space:pre"> η καταχρηστική θέση της Κομισιόν ότι τα ξένα πολεμικά πλοία πρέπει να θεωρούνται εμπορικά και άρα μόνος πελάτης των ναυπηγείων μπορεί να είναι το ελληνικό ΠΝ,

διεκόπησαν οι πληρωμές με εντολή Βενιζέλου και στόχο την άμεση αντιμετώπιση των προβλημάτων. Αυτό είναι και σήμερα το ζητούμενο.

Η κοινοβουλευτική διερεύνηση της υπόθεσης των υποβρυχίων

•Apple-tab-span" style="white-space:pre"> Τον Ιούνιο του 2011, επί θητείας στο ΥΠΕΘΑ του Ευάγγελου Βενιζέλου, διαβιβάστηκε στη Βουλή η δικογραφία της περιόδου Τσοχατζόπουλου και συγκροτήθηκε Επιτ ροπή Προκαταρκτικής Εξέτασης που υπέβαλε παραπεμπτικό πόρισμα.

•Apple-tab-span" style="white-space:pre"> Όπως ήδη σημειώθηκε, τον Ιούλιο και Αύγουστο 2011 η Ειδική Επιτ ροπή Εξοπλισμών λειτούργησε ως Εξεταστική Επιτ ροπή και πραγματοποίησε 14 πολύωρες συνεδριάσεις πριν υποβάλει το πόρισμά της.

Μαζί με τις 12 συνεδριάσεις της κοινοβουλευτικής επιτ ροπής και της Ολομέλειας που αφιερώθηκαν στα ναυπηγεία και τα υποβρύχια, πραγματοποιήθηκαν συνολικά 26 πολύωρες συνεδριάσεις.

Ο κ. Βενιζέλος, αντιπρόεδρος της κυβέρνησης και υπουργός Οικονομικών τότε, ενημέρωσε διεξοδικά την Ειδική Επιτ ροπή Εξοπλισμών/Εξεταστική Επιτ ροπή στις 29/7/2011 απαντώντας σε όλες τις ερωτήσεις των μελών της Επιτ ροπής. Στα πρακτικά καταγράφονται και η θετική θέση του εκπροσώπου της ΝΔ κ. Βαρβιτσιώτη και τα σημεία που έθεσε ο εκπρόσωπος του ΣΥΡΙΖΑ κ. Δρίτσας. Καμία σχέση με τις τωρινές συκοφαντίες και χυδαιότητες!

ΤΖΑΚΙΑ ΒΟΛΟΣ ΤΖΑΚΙΑ ΒΟΛΟΣ Νέο «τσεκούρι» στις συντάξεις

Αίσθηση από την παραδοχή της διοίκησης του ΙΚΑ ότι έγιναν λάθος υπολογισμοί στις περικοπές χιλιάδων συντάξεων - Κατόπιν εορτής, το Ίδρυμα ανακοίνωσε ότι θα προχωρήσει σε επανέλεγχο και αποκατάσταση των αδικιών

Σε μειώσεις συντάξεων και παροχών θα οδηγηθούν άμεσα τα ασφαλιστικά ταμεία, εξαιτίας της δεινής οικονομικής κατάστασης στην οποία έχουν περιέλθει, λόγω της υστέρησης εσόδων, της ύφεσης και της ανεργίας.

Σύμφωνα με την εκτίμηση του προέδρου της ομοσπονδίας των εργαζομένων στα ασφαλιστικά ταμεία, η κύρια σύνταξη θα υποστεί μείωση 10%, η επικουρική 30%, ενώ θα καταργηθεί εντελώς το εφάπαξ.

Οι εργαζόμενοι της υπηρεσίας στο υπουργείο Εργασίας (ασφαλιστικά ταμεία, ΟΑΕΔ κλπ) εξήγγειλαν επαναλαμβανόμενες πενθήμερες απεργίες, αρχής γενομένης από τις 16 Σεπ Τεμβρίου, διαμαρτυρόμενοι για τη διαθεσιμότητα 600 συναδέλφων τους.

«Δεν περισσεύει κανένας, αν αποχωρήσουν κι άλλοι υπάλληλοι» τόνισε ο πρόεδρος των εργαζομένων του ΙΚΑ, Γιώργος Κυριακόπουλος.

Και συμπλήρωσε: «Θα κάνουν διπλάσιο χρόνο να εκδοθούν οι κύριες συντάξεις. Ήδη, η καθυστέρηση φτάνει τους 15 μήνες, ενώ σε κάποια υποκαταστήματα της περιφέρειας, όπως της Χαλκίδας, φτάνουν τους 24».

Σύμφωνα με τους συνδικαλιστές του ΟΑΕΔ, οι εγγεγραμμένοι άνεργοι έχουν ξεπεράσει το 1.000.000. Κάτι το οποίο αποφεύγει να δημοσιοποιήσει ο Οργανισμός, καθώς δεν έχει ανακοινώσει τα στοιχεία για την ανεργία εδώ και τέσσερις μήνες, όπως αναφέρει το newmoney.gr.

«Κούρεψαν» κατά λάθος χιλιάδες συντάξεις

Εν τω μεταξύ, αίσθηση προκαλεί η παραδοχή, εκ μέρους της ηγεσίας του ΙΚΑ, ότι έγιναν λάθος υπολογισμοί στις περικοπές χιλιάδων συντάξεων.

Σύμφωνα με τον «Ελεύθερο Τύπο», η παραδοχή των λανθασμένων υπολογισμών έγινε μάλιστα από τον ίδιο το διοικητή του Ιδρύματος, Ροβέρτο Σπυρόπουλο, ο οποίος απέσ ΤΕΙλε χθες σχετικό έγγραφο προς τις αρμόδιες υπηρεσίες, τις οποίες και καλεί να σταματήσουν να διορθώνουν τα λάθη στις μειώσεις των συντάξεων που εντοπίζουν οι ίδιοι οι συνταξιούχοι, πηγαίνοντας στα υποκαταστήματα, καθώς στο εξής, όπως αναφέρει, η διαδικασία αυτή θα γίνει μαζικά για όλες τις συντάξεις όλων των Ταμείων κι εκεί θα φανεί αυτόματα πόσοι είχαν μεγαλύτερες μειώσεις από αυτές που δικαιολογούν οι μνημονιακοί νόμοι, οπότε και θα πρέπει να τους επιστραφούν τα ποσά, αλλά και πόσοι γλίτωσαν τις περικοπές, επειδή τα Ταμεία τους δεν είχαν αποστείλει τα ακριβή στοιχεία στο Ενιαίο Σύστημα Πληρωμής Συντάξεων της ΗΔΙΚΑ. Πλέον, κατόπιν... εορτής, το ΙΚΑ προχωρά σε επανέλεγχο των περικοπών στα ποσά των συντάξεων, έπειτα από τη διαπίστωση ότι υπήρξαν περιπτώσεις κατά τις οποίες παρακρατήθηκαν μεγαλύτερα ποσά και άλλες, όπου δεν έγιναν οι μειώσεις που είχαν προβλεφθεί.

Τα λάθη που έγιναν στη διαδικασία προσαρμογής των συντάξεων, είχαν σαν αποτέλεσμα να μην περικοπούν κατά 12% όλες οι συντάξεις άνω των 1.300 ευρώ, ενώ σε άλλες περιπτώσεις έγιναν μειώσεις αδίκως.
